Anti-social behaviour review

An anti-social behaviour review gives victims of persistent anti-social behaviour (ASB) the right to ask for a multi-agency review of their case.

If you meet the conditions for a review, relevant agencies will start a case review to consider what action has already been taken, and decide if more action is needed to address the problem. Agencies will share information and work together to find a solution.

When to request a review

Request a review if:

• you have reported three separate ASB incidents in the last six months
• and you submit the review request within a month of the last incident because you think that no action has been taken since reporting it.

'No action' might mean:

• you have not been contacted about the reported problems to tell you what action will be taken
• agencies have not shared information with each other and this has affected the case
• responsible agencies haven't had enough time to investigate and respond to each incident as needed by the official ASB Operational Procedure.

Anti-social behaviour is defined as behaviour causing harassment, alarm or distress. We use this definition to assess ASB in the review process. 

When deciding whether your case meets the conditions needed for an ASB review, we consider the building effect of each incident on you, and the harm or potential harm that's been caused. We don't need to see if every separate incident reached the level of "harassment, alarm or distress".

What happens after you request a review

We will:

• contact all the relevant agencies (like the police and your housing provider) to decide whether you meet the review conditions
• look at your case and discuss what action has and can be taken
• contact you to let you know if you meet the conditions and to explain any further action that we may take.

If you are a professional sharing information for the purpose of the ASB review or attending the panel, sign both the terms of reference and the information sharing agreement.
